@80eightrundle You can definitely get a gaming laptop for under $1,500, or significantly under it if you want. The question is whether you want to futureproof the laptop a bit—even if it's only for Sims 4, future expansion packs may be more demanding than the current ones. And of course custom content can be more demanding than base game items, depending on how it's made.
If you just want something that will run the game well, any laptop with an Nvidia 1650 would be fine. That graphics card can handle all current packs together on ultra settings with some room to spare, but it may or may not quite be fast enough for ultra settings by the time the game is out of development. A mix of high and ultra setting should always be fine though.
There are plenty of options with a 1650; this Asus is consistently the cheapest one, at $1,100 on a number of different sites and even a bit cheaper on the one below. It's a perfectly good gaming laptop; the only downside is its small 256 GB hard drive. But that's still more than enough for all Sims 4 packs plus however much custom content someone can download, so if the laptop is really only for playing Sims 4, it's more than fine.
This Acer is essentially the same except for a slightly better processor, although it wouldn't make a difference to Sims 4. It's also more expensive, at $1,200. But if you don't like the Asus for whatever reason, it's a viable alternative.
The graphics card in this one is a few percentage points faster, not a huge leap but maybe worthwhile. It also has 16 GB memory and a lot more storage. You can almost always add more RAM to gaming laptops, and it's not expensive: a matching 8 GB module might be $50-60. But if you don't want to have to bother, and you want the laptop to support multitasking while playing, this is a good choice.

On the high end, this is what $1,500 would get you. The graphics card (an Nvidia 2060) is very overpowered for Sims 4, but there aren't any options with a faster card than the 1650 ti above for cheaper, so if you want to futureproof, this looks like the cheapest good option. Its other hardware is fine: a processor that's more than good enough, 8 GB memory, and plenty of storage.
