@oreosssz No, sorry, this computer isn't anywhere near good enough. While its processor and graphics card might handle the base game on low settings, running the newer expansions would likely be out of the question. 4 GB RAM is also not enough.
More importantly though, the hard drive on this laptop is far too small. Aside from maybe a couple of browsers, you won't really be able to install anything on this computer. The Sims 4 base game alone takes 14 GB, you have your cc and saves, and Windows itself will eat up a lot of storage. Even if you technically had room for all that (not installing any packs, either), Windows wouldn't have enough space to maneuver, and your system would grind to a halt.
I understand that you can't go above $200, but there really aren't any new computers in that price range that could be expected to handle Sims 4. Even the decent used offerings from places like Best Buy or Amazon tend to be more expensive. There might be a used laptop somewhere like Ebay that would work, but then again that's a risk.
