Sims not responing

Steps: How can we find the bug ourselves? I don't know what caused it.
What happens when the bug occurs? Sims won't respond to their cues. They might act on themselves if there's an animal or person who walks up to interact with them (if that). Otherwise, they'll stay stationary.
What do you expect to see? The Sims don't respond to command, no matter the command.
Have you installed any customization with the game, e.g. Custom Content or Mods? Never used.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure
I really don't know what happened. It seems to have only happened to one of my Sims, thankfully. Going into Build Mode and back to Live Mode; opening and closing the menu; and closing the whole game and turning it back on all don't work.
I haven't seen this bug before, so I don't know how frequently it actually happens. I don't know if it just happens to human Sims, or just anything that can freeze up like this.
