I did a quick new save with a couple of toddlers, cheated their skills up, and indeed got the trait! Maybe the issue was that the skills were maxed out before the update in the previous cases?

In the back up I have for this save that toddler did not have all the skills maxed out yet. I'll check if maxing them now give me the trait.
So I played an earlier save where the toddler in question had all skills but one maxed out and he got the trait when he aged up.
It seems the only occurrences the bug happened were when the toddlers had already maxed out all the skills and reached their "birthday" date (but did not age up yet) at the time of the update.
The skills were maxed a long time ago ^^
