For me it helped change the settings of the polling rate mouse from 1000 mhz to 500 mhz.

If you have windows 10 in version 1803, you can try to update to the newest version of 1809. It just tests this solution and everything accelerated very much (even with a polling rate of 1000mhz)

Your PC should auto update as windows does on standard settings. But thank you for this information.
Please keep from commenting and if this does not fix your issue, make a new post for your specific issue. Man I swear you're a fricking genius by reducing the mouse refresh rate from 8000 to 2000 you just allowed me to play freely CS:GO, Aimlabs and Apex you're trully a legend
