I have the same problem. At first i thought it was some internet problem side, however EA has been having this issue from at least 2 years ago, with hundreds of posts from multiple users with this problem. All EA agents do is tell you its your internet. But its not. Every user reporting this same problem knows Apex is the only game we get packet loss.
The first time i encountered this problem i switched the port in which the ethernet cable was plugged in to another one, and it seemed to fix it. Now the problem is back again and the same fix wont solve it.

Have you talked to your ISP to see if they are noticing any issues? The UO Trace looks like it's an issue on their end.
What platform are you playing on?
- I changed my modem and my packet loss is 0% on the server selection screen, but the values increase when I enter the game. I contacted ISS and they said there is no problem.

Can you run that UO Trace again? I'm curious what the new results are after getting the new modem. I play on PC, and the problem is persistent at random moments. It has nothing to do with my internet. Im playing just fine and in the middle of a match i start getting packet loss and the lag is just impossible. I automatically run checkups on my internet just to see its doing fine. I run pings to different IP and 0% packet loss.
I guess you'll never acknoledge its EA own problem.

Are you on a wired or wireless connection?
at the moment uo is not testing on trace no server is showing

You can pick most any IP address. You just want it to be within the same region of the server you're trying to connect to.
Wired. I can never play at night time, i always get packet loss. During day time i can usually play without problems allthough there are some moments where it jinxs.
Im about to quit the game...

It's possible you're getting packet loss at night when there's more traffic on your network and in your region in general. Have you tried alternate DNS settings? Those instructions are here if you haven't. Also, if your router supports QoS (Quality of Service), make sure it's enabled and your PC is prioritized. It would be good to check for any firmware updates for your router as well.
Nop, its only your game this is happening. My internet is just fine.
Moved on to any other game, 0 problems, no packet loss.
I think that the Apex Servers are bad. I work with server management and Admin and haven't seen a worst system. I have 1GB upload and 1GB download and played alot of games. This is the only game that always have problems. Yesterday I was playing fine and from nowhere the game kicked me out from game. Today I connected and all the servers have packet loss (yesterday was not the case. I am waiting until tomorrow to see the new excuse that EA will state about an issue that has been a problem since 3 seasons ago. I hope you get real help, but there is a group of Gamers that have the same issue and EA haven't done anything to help. I have been wasting my time with support and never got real help. Good Luck
