Depending on the specific action on an account, I'm afraid just changing the Xbox gamertag won't remove a ban as you've found.

If you had not appealed the ban and feel it was placed on the account incorrectly you're welcome to create an appeal with these steps. Our Terms of Service team will take a look and get back to you via email.

If our Terms of Service team has already reviewed this multiple times and decided not to remove the ban, I'm sorry to say that's not something we'll be able to do either.
