@EA_Illium In my situation, we are not blocking each other. We checked all of the settings. Also with my situation, they aren't able to find me, but in almost every case, I can find them.

@goaliewales33 To check have you run into the "HTTP 403- Search Error" error that OP described?

@EA_Illium No there is not a "HTTP 403 - Search Error" that occurs. I am told and have seen that it just shows up, "Not Found." when they type my ID into the search friends feature.

@goaliewales33 Have you or your friends recently changed their PSN or EA account persona names?

@EA_Illium A lot of ppl that I'm adding have never been my friend on Xbox as they are on PC. The ones that are Xbox and were my friend previously are the only ones we've been able to work around because we just use Xbox to invite then add each other after we join the lobby.
