I originally played Apex on Steam. When I logged in, I found that I couldn't access the EA App with my original email. So I created a new email, completed the verification on Steam, but then discovered that my Steam account data had been reset, and I could no longer log in to the EA account tied to the original email.

Your account progress would be stored at the EA account level, rather than your Steam account. Linking that to a new EA account would not carry your progress over to the new account.
In this case since you're not able to log into that original EA account, it would be best to get in touch with support directly so they can help recover and update that original account, then re-link your Steam back there instead.
