If you stand around long enough they appear. Or if you're impatient you can save at that spot and reload.

If you go in and out of the door on the floor of the tavern where Cole is, he usually appears. The door on the top floor of the tavern. I can't figure out how to spawn Blackwall. Sigh. I will try the reloading thing.
