Do you mean: "How do I use someone else's mods in my game?", or, "How do I create my own mods?"
If the former, read this article; Using Dragon Age Mods for Dummies, then read the mod author's instructions. They are usually adequate.
If you mean the latter, then the BioWare "Modding and Projects" forum and the Dragon Age Toolset Wiki are good places to start learning. 😕mileywink:
