It's an infrastructure problem...
No one hates Africa...
But only South Africa has an... well something that I would say is an existing infrastructure for gaming.
I have a friend that lives in Egypt half of the year... when we played CS; GO and he is over there it usually is a bad experience.
Before asking Why you don't have your own servers answer this first...
1. Cost of server ÷ Amount of people ready to play in your Region.
2. Is the income produced enough to justify the running cost?
3. Profit??
Hmm never really checked where EA has its centers hmm brb...
I think they are using googles data centers not 100% sure on that.
But if so server availability would look like this.

Unfortunately that's all just speculation by us the community mainly because someone there can't pick up a keyboard and confirm to us the real reasons a conscious decision was made to not put servers in or around Africa. They have african servers in battlefield that are used daily during peak times without issue and that's just battlefield, we talking about apex a free game which will obviously have more players during peak times.
Just something, anything are you guys out there!? I sometimes wonder if they have access to their own forums??? It's like talking to a brick wall in this joint.
I think EA rents data centers...
Not host them...
Ask Google/ Microsoft / Amazon
but you may be right.
If you wanna talk to devs you should try Reddit some are on there.
I think this place is for the community to ask questions then the mods of the forum
Relay the info to the devs.
And I think it even works ok at times.
