How do I merge households

How often does the bug occur? Every time (100%)

What expansions, game packs, and stuff packs do you have installed? University pack
Steps: How can we find the bug ourselves? I don't know
What happens when the bug occurs? I try to merge households but the household won't appear
What do you expect to see? I try to merge my households but the household won't appear.
Have you installed any customization with the game, e.g. Custom Content or Mods? Never used.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure
Whenever I try to merge households the household that I want to merge won't appear.What do I do?
