Do you have any other USB input devices connected to your PC other than your controller or mouse and keyboard? If so, can you try disconnecting the other devices to see if that helps at all? I've seen some similar situations and in a lot of cases the game is reading inputs from another device that's causing the menu to move around automatically.

What happens if you start up your PC in a Clean Boot before you launch Madden NFL 21? Are you still seeing the same thing?

Looking through the DxDiag I wasn't able to spot anything that stands out as a likely cause for the issue, unfortunately. Do you play the game in Windowed mode, or are you playing in fullscreen?
