Remove everything and check if the issue is gone on a backup of your save game (as everything will be replaced, don't play with the the original save). Make sure to also delete the localhumbcache.package file in your doc folder.

thank you, after a lot of narrowing down, i found the cc that was the source of the problem, it was causing out minor issues in the game which are now gone.
OMG. This is happening to me right now. What CC was it? I've ran through everything and I can't find the culprit. I'm thinking it's a lot home that I downloaded.... ☹️

My sister had the same problem and it was a ring accessory, which made the Sims outfits look like skin. So my suggestion is look at your CC and try it out one by one to see if its causing the problem.
