Have you tried resetting the stuck sims?  I've found that there seems to be a new issue when several sims are in close proximity will seem to get attached to each other somehow and one of them will get stuck.  One sim will get stuck and the other will go about their business.  But if you reset the stuck sim, it also resets the other sim at the same time.  It always seems be just 2 sims though. Once you reset them, then both sims will go about doing what you tell them to.  It happens quite often in my game and may be happening in yours.

    I have tried that! I've noticed going into the world select seems to get them unstuck for about thirty seconds before they go back to being stuck. I'm not sure if I mentioned it in my post but it's not just one Sim, it's the whole neighborhood. I'm beginning to wonder if it's specifically the world I'm playing in or not as Lilith Vatore came over and I was able to use MCCC to send her home while everyone else (those out on the sidewalks and my Sim), my farm animals included, stayed put.

    You said you removed the CC and saw no change.  Did you remove mods too or just CC?  Did you happen to install anything new right before it started happening?  It could be an out-of-date mod clogging up the system.

    Is the clock freezing or does it keep going when your sims get stuck?   

    Does it happen in just one world or more than one or all?  Is it just one lot or every lot?  Like if you travel to other worlds and/or other lots in the same or other worlds, does it happen then?

    Have you tested in a new save, and does it happen in a new save too?  

    And are you playing on Mac or PC?  Laptop or Desktop?  Do you have all or most packs?

    Sorry for all the questions but I am trying to narrow it down to what the circumstances are when it happens.  I'm thinking you're getting severe lag and there are a number of things that can cause that.
