Fix for Stuck NAPs

I'm not a modder, just an average gamer that found a fix for the NAPs that get stuck

Make sure that you Ctrl+Shift+C and type testingcheats true to activate the console

These 3 NAPS have no trait with CivicPolicy linked to them

Power Conservation
Water Conservation
We Wear Bags

These can be avoided by repealing at the mailbox or shift-clicking the mailbox and instantly repealing that way (or enact)

You can also just turn it off and have it user-directed, instead of allowing RNG to pick

Depending on the pack you have, it'll be the second dropdown in the options, you'll find this under Options/Game Menu/Pack Setting

This may have been fixed, this is more for reference. Hope this helps people out.
