@Dharbor1  What new feature do you want to access, and what happens when you try to access it?  The toolbar issue looks to be mod-related, so please try removing any mods that change the user interface, for example UI Cheats or mods by TwistedMexi.  If that doesn't help, remove all your mods and test again.

If your monitor or laptop screen has a resolution of 1360x768, you won't be able to increase the in-game resolution past that.  If you're not sure what resolution you have and what your options are, please run a dxdiag and attach it to a post.
