Checking on my side I seem to have the appropriate TTS options in0game, though I have seen other reports of folks claiming they don't have the options in-game.
To me it sounds like there's some Xbox setting that's a factor here. I wonder if you have a friend (or just an alt) log into Apex, does it work on that account?
If it does, you could then check the various privacy/accessibility settings to determine what the holdup is. You mention going through them, but as you know there are a lot of options so perhaps there's some setting hidden off in some corner that's a factor. Do you have parental controls on your system?
I'll have a fiddle around on my side to see if I can get it to act in the same manner as your system, and hopefully we can figure this one out.

To answer your question, no i have no parental control on my xbox.
First thing i did is compare my main screen (missing accessibility button) and settings to my friends, for them everything was normal. Second thing i tried is a login in to a other account on my xbox, in this case it was still missing. I changed everything back aswell to default settings.
I also tried changing settings in “Game and chat transcription” in my xbox settings.
I will add another picture of me missing this option in main screen.
Please let me know if i can do / try something else!
