Cross progression was prioritized for around a month as far I'm aware, as they completed the rollout near the end of November.
There are still some issues that are being worked on, but I doubt these are being prioritised.
A lot of the players wanted cross progression as well, so if Respawn decides to release it sometime then they'll have to make sure it releases properly.
This isn't a simple migration/merge, keep in mind that they're dealing with data from millions of players, of which the intention is to not even lose a shred of data that wasn't intended to be lost.
It's easy to chalk it up as just a simple migration/merge, but a lot more than that is happening BTS.
They've been busy with Cross Progression for a month, then we had an event the next month (which was pretty much during the holidays)
I don't think their priority is skewed, I agree that there are plenty of other game breaking bugs that exist within the game, but that doesn't mean these things shouldn't be worked out.
And it's not like they're not working on other bugs either, on their Twitter account it shows that they've been fixing some.
And there definitely have been a lot of other issues they've been working on.

Lack of content to me has never been the issue.
The areas I get frustrated with and especially when the cosmetic store is going strong, but yet, servers are still a huge issue, hacking, cheating, smurf accounts... and of course the always ongoing issue of non-existent enemy audio.
It feels aggravating, and infuriating to know these issues have existed for too too long, with usually no comms from respawn while the cosmetics keep coming like clock work. I get it is different departments yadda yadda, but it doesn't change the fact that it feels like the biggest, loudest, nastiest slap in the face.
