About the types of legends in bots

I've noticed something about the bots that appear in modes like Bot Royale.

Only bots for nine legends—Bangalore, Fuse, Wraith, Octane, Bloodhound, Seer, Vantage, Lifeline, and Conduit—appear. The remaining 18 legends—Revenant, Mad Maggie, Ballistic, Pathfinder, Horizon, Ash, Alter, Crypto, Valkyrie, Sparrow, Gibraltar, Mirage, Loba, Newcastle, Caustic, Wattson, Rampart, and Catalyst—do not appear. I suggest that bots for the remaining 18 legends also be made available.
