Absolutely disgusting, punishing players for leaving a game with missing team

I'm not talking about if a player is dc'd and can rejoin, I am talking about leaving before the game begins because a player is literally not there. In arena, if a player is completely not there, so ...

I've gotten a penalty for closing out of the game when it was completely frozen. It froze right after we picked our legends in an arena game mode. It is absolute bs. I tried loading back in only to find I was already under a ten minute wait penalty for leaving. I didn't even get a chance or an option to rejoin the game.
