Creating legends more often probably won't happen, it's not like creating a new skin.. all the voice overs that have to be recorded etc is probably a lengthy process along with development of the actual legend and it's abilities. I'd venture to say creating a new legend takes more then anything else in the game...

@OwhyeeOutlaw I mean I dont want to have new characters almost very day lol I just think we should have a second passive on every Legend
