I hate this game mode but have to play it to unlock cosmetics. I enjoy shotty snipes game types but i think armed and dangerous would be more enjoyable with normal amount of loot and normal shields. ...

I like the fact that everyone is on the same page when it comes to armor. I don't have to worry about fighting a gold armor player with a dang shotgun.
I think they did it this way because otherwise, the fights would have been sooooo drawn out.

You are right about that. By almost everyone being only a few shots from anything makes sniping actually useful. Otherwise it really isn't feasible to gun down people at such long ranges. They always can duck behind cover and heal up or get picked up by squadmates before you can get close.
