Maybe, but I seem to do well against Bangalore whenever I am up against one, double time running or not. I'd say blanketing everything in impenetrable smoke is her best trait. For a legend that is ostensibly a "professional soldier" she doesn't seem any more pro than any of the others.
I would agree to give her aerial strike more punch. I never play with her because I think her ult is pointless.
Bangalore's Ultimate is not an offensive weapon. It is best for controlling an area. Stopping or slowing a pushing team, delay a third party while you retreat, etc.
Bangalore is a strong character, top 3 character for aggressive teams along with pathfinder and wraith.
