Buff Octane

Can we please look to buff Octane. In a game where health is so important and the new TTK is so devastating, his tactical has become useless. He is the only character that gets punished for using his tactical. He loses to much health on the stim. No other character loses health for using there tactical so why does he. You can't stim in because he loses to much health and no point trying to use to get away cause if someone looks at you now you are dead. Take the stim penalty away please. Maybe give a stim every 10 sec or something to balance or give him a 2 stims, anything would be better than how he is now.
