Buff R99 handling speeds to somehow compete with CAR.

From info I found is that CAR has:

-faster reloads than 99

-faster time to kill than 99

-noticeably higher damage output for 1 magazine than 99

-can take both light and heavy ammo

-has easier recoil pattern than 99 (absolutelly for me)

I think R99 should get faster handling speeds to keep this SMG fastest gun in the game (not strongest tho) which means:

-faster swap than CAR

-faster reload than CAR

-maybe also faster aimdownsight than CAR

Keeping this SMG just lighter as it should be...

No point to use 99 if youre not used to its recoil...
