Caustic Issues

Is Caustic bugged to where most of the time, the traps do no damage, or is there a cheat going around? I have a "play 12 matches as Caustic" challenge, and currently at 10/12, and in 8 of the matches, I've watched people stand in or run through my traps as if the traps didn't exist, and they weren't even a Caustic. These players aren't even choking on the gas either, they're moving through it as if they're a teammate or a enemy Caustic.

There also is an issue, where I can see enemy players in enemy caustic traps, they all light up if I'm near the gas, and they're in it, besides the Caustic himself. I have no traps placed, (noticed the one near the wall isn't glowing), and my ult isn't going off:

What's even weird, is that when I fired at this player who's glowing, they backed up out of the Caustic gas, and were still glowing:
