Well, the "tin foil hat theory" that's going around is that they did it intentionally. Leave the map bare bones (in terms of it being too open and having the other issues you stated), so they can make big deal about improving it later with map changes, during Events and/or new season launches.
So, basically, the theory is that they didn't mess up with Olympus, like they did with WE, but that this is strategically planned so they can make a huge deal about map changes and be all like "look, we listened to player feedback" and all that, to get some brownie points.
I mean, considering I've seen game developers do worse, it wouldn't surprise me if the theory was true. Especially, considering the rest of the BS this season *shrug*
