Dedicated Server Software / SDK

Is there any chance that a some Dedicated Server software will be released to all players to setup custom servers, especially for locations that don't have hosted server support like basically all of Africa?

I realise the number of gamers across Africa is drop in the ocean vs the world but playing a fast paced FPS at ~200ms ping is essentially playing at ~400ms delay to what's happening in the game.

200ms up and then 200ms down to return what happened, not too mention any input lag, and compute time on the server side. Compare this to player near a server in Europe getting 40ms up and 40ms down - you end up with a 80% performance difference. Players near servers get essentially 80% higher speed and more accurate feedback. 

So if EA is not willing to put up servers in South Africa, I would be happy to setup my own, to play with my mates.  Anyway I miss the days of custom dedicated servers... Not many games support it anymore.
