Tactical: Especially when paired with Digital Threat or Bloodhound, her smoke is actually very powerful. But even if you have neither, if you manage to get around a corner with some distance between you and a chasing squad, you can just pop a smoke bomb into a random direction and hide in a convenient corner. 9 out of 10 people will run through the smoke, giving you a free escape card.
Ulti: Can be argued about. What it does good is making people run. And that's what matters. No one wants to receive semi-stun and damage.
Passive: Powerful if you actually know how to utilize it. Speed is key in a game like this. And if you have a free speed-card every few seconds, what prevents you from going on and out of combat periodically? Hence, mobility is also given for combat and chase related situations.
