I think they brought it back because of Rampart's passive. And literally that is the only reason. I have been using it because it is OP and with Rampart it is even more OP due to super fast reload.
But I definitely want it back in the care package. I would like Rampart to gain the ability to reload all weapons faster, each class getting it's own % reload speed adjustment.
