Don't nerf scan. Just add passive resist scan
Instead of nerfing scan legends or making scans shorter, just have some legends reduce scan time. Bangalore and crypto was most vulnerable to scan. They were just sitting ducks getting tracked down or scanned and couldnt escape.
Add an ability where when they get scanned, it only last 0.5s then flicks off for 1s and then be scan again for 0.5s. Their footprints and heartbeat are harder to track too. Mirage clones also produce foot prints and heartbeat as well.
Bangalore, crypto and mirage are meant to be stealthy and tricky to catch.
