I believe one quick solution which could help lower the number of hackers quickly is to add mobile phone verification to accounts. Accounts who link their phone number get queued together. This isn't full proof but if a person cheats after linking their phone number, once they get reported and banned, if they want to create a new account, they would have to also get a new phone number to join the verified account queue again. Having to generate a new phone number every time you get banned would be annoying and would mitigate some of the issues. This solution would force the majority of hackers to only play in unverified queues where they would eventually just battle each other.

This sort of thing would stop most cheaters along with shadowbans server, the core mechanics of the game are great however with the cheating I have no reason to go back in at all.
burner phones are cheap and perfect for this... the real solution is region locking the game and forcing people to use their social security number to register their account.
Having a purchase price for the game and reducing other item prices would be the way to go.

Burner phones cost money. Anywhere from 5 to 20 dollars. Some hackers can get free numbers to text on pc programs, but good software should be able to root those out. And they aren't really free either. Money is money and any hassle requires more effort some are unwilling to bother with.
I don't think people would be willing to use social security number. Even facebook doesn't do that. Name and address might be easier. which can be verified by snail mail ... Although that would cost ea money. Maybe they can do like facebook and demand peoples real names and photos of their birth certificates and mail with home address in secure message. lol
These methods should be used for ranked matches. People who don't care about anything can always join unranked queue.
you don't even need a phone you can buy a Sim for like a $1 here in the land of overpriced everything.
Those sites are already on a black list of numbers to be accepted in most places except of course the Lazy Admins and the Low Budget services and if they're not verifying the number at all probably need 7 proxies......
