Energy Ammo Weapons and the R-99

Energy Ammo weapons and the R-99 have been nerfed, and the nerfs to the RE-45 and R-99 in particular have drastically reduced the number of viable close-range weapon options.

This has taken away some of the fun that made the game unique, and Energy Ammo weapons have effectively become unusable.

Please revert the changes to Energy Ammo and, if possible, restore the R-99 to its previous state as well. I believe this would bring back some of the variety and enjoyment that the game previously had.
