Cheaters are always being dealt with as far I'm aware, with F2P games it's much more of a challenge to completely eliminate them as well.
Most work (IIRC) related to getting cheaters gone, is put into automatic detection systems, so manual bans might be less important as the systems they make to get rid of them.
Though cheaters also improve their own systems, to bypass detections and whatnot, simply said it's a big tug of war, where the anticheat and cheat devs are constantly trying to get past each other.
Personally I haven't encountered a lot of cheaters recently, if at all, I've only encountered one in my entire playtime, so I might've been lucky.
I'm not sure how many cheaters there are, usually the amount gets blown out of proportion, so it's possible that the cheating issue isn't as bad.
Of course it's easy for me to say that right now, I'm sure I'd complain a lot if I were to encounter many, though I think it's always important to keep everything a bit realistic.
After all, if there currently are a lot of cheaters in-game, imagine how many the anticheat is already holding back!
Would probably be unbearable without one, so there definitely is already a good effort going on here and there.
Not saying I'm not up for any change though, I would love any/all improvements to the anticheat, which they're always working on.
