Game Favoring Cheaters and Console Players

So, here's the thing that I've noticed. The game HIGHLY favors cheaters and those on console. I shot at a Gibraltar, I hit first, and emptied near half the mag of a level 3 heavy mag for the Flatline. Gibraltar just looks at me and doesn't really aim and I'm instantly knocked. I had the optics for the range, they did not. I've tested both guns in the firing range from 3 different distance, and both guns can be compared similar to the R-99 and Volt (in terms of DPS), one is slightly better, but if I shot someone who was healing first, why did I get knocked when I have more health/shields? Both of us had purple evo, and despite me getting the drop on them and hitting first, they had zero issues killing me and my whole squad.

I know I am playing as Wraith, who takes more incoming damage, the problem is no matter who you play as, the game just allows cheaters and console players to do more damage, while you can barely even break their armor (I've gone through more shield cells this season then ever before. One peak costs your entire armor + health, no matter what gun the enemy uses). In the recap below, I emptied a mag at Gibraltar (and no, I wasn't missing the shots), and the game only counted 4 hits. While counting 9 of the Gibraltar's (console player).

The annoying part is, I ducked behind cover right before I got to half health and went to phase, the Gibraltar was still able to hit me. (I didn't have any red errors that say packet loss or anything like that). This to me, seems like it's both a server issue, and favoring. Spectating the player after I died, I watched them move around as if they're on a mouse and keyboard. Why is the game even allowing players to use strike packs or whatever it's called to trick the game into giving them aim assist they don't need?
