Game leaving penalty for returning to lobby?

What happens when the bug occurs? After my team gets killed in a match and i return to the game lobby, i have a game abandon penalty and have to wait to play the game. If your going to punish people for leaving the game DONT DO IT WHEN THE GAME IS OVER!!!
What should be happening instead? when the match is over because my entire team died and i leave i shouldn't get a 10 min penalty
Steps: How can we find the bug ourselves? Quit a match after your team dies and then wait 10 mins to play again
