How can the dome be used against him? Because you can hop in and out? In the same manner wraith's portal, pathfinder's zip line and bangalore's smoke can be used against them. Furthermore, you don't "easily" aim for the head, unless you are a very skilled player.
Enter dome throw nade and exit dome. Him and his whole team are dead. Same goes for thermite. The dome is completely useless most of the times, since it also draws attention from other squads witht eh birght yellow/orange color it has. Gibraltar is the second most useless character after Caustic in the game. If anything he needs a slight buff in movement speed and shields.
