Give queue penalties to those who instantly leave game

EA games seriously needs to start penalizing players who as soon as they get dropped abandon their team. About 80% of players in normals do this, and it quite frankly ruins the game experience. They should not be allow to ready up for 10-15 minutes after doing this. If not, just make it so they can't leave the game until banner expires at least. Stupidly annoying, and incredibly easy to fix
