Many streamers, pros and including myself who's causal have said that it should restore 25 shield health per an elimination. This would make it balanced and worth it.

They been hearing this idea since february and seems respawn not interested or changing it. Probably its not tactical enough for the game play. There is something demanding on wattson ability, and the idea people are suggested, imagine how ridiculous the regeneration can ruin the combat.
