Heirloom refunds for players who got one prior to System Override event

@Iamsorry_y Around the time when heirloom shards became a thing, people been asking for the ability to turn in Wraith's heirloom. This has yet to happen. Its most likely because they can't take away items from a player's account. You have the heirloom, voiceline, and banner frame. That's 3 items that have to be removed and its just not something they do.

I wish players who want a trade-in to get a solution soon, but its been roughly a year and a half now with no word on it.
