8 seconds is far too long. I think his ultimate should shrink quickly over time. Think of it like fireworks, it explodes out into a sphere and then shrinks back to the center quickly while fading. Seer would also get highlighted to enemies similarly so there is some risk to him from popping it.
The range of hisnlassive is ridiculous.
His tactical does too many things with little to no risks and isn't very unique. Taking out the damage basically makes it Revenant's tactical. It has to be different than other legends abilities in how it works and in how it looks.
Seer is an absolutely terribly thought out kit. So bad.
