You can do this globally in pretty much any game as it's a driver option now, go into the amd overlay options and activate super resolution and chose a lower resolution ingame (it will upscale the lower resolution nowadays).
The amd overlay should say if it's working or not. Make sure your using fullscreen as well and not borderless/borderless-fullscreen.
Pretty much what @pitchsomfan said. You can enable Radeon™ Super Resolution (RSR) in Adrenalin Software.
I have tested this few days ago and it worked just fine.
Just one note: I had to enable it in game profile, enabling it only globally did not work.
