Implement skill-based matchmaking even outside of ranked play.

My kill rating is probably below 0.1 now.
It's a shame damage logs and kill ratings aren't recorded outside of trios or duos.
The reason is simple: enemies are either former Master Diamond players or cheaters, making them way too strong.
Apex right now isn't a game—it's less than a game, just playing dead targets.

I want to play a “game” again soon.
