I got the same problem, first i though my tracking is as bad as it can get untill i did some training in another game and noticed it was not as bad as i tought.
Now when i found this post i did try to reduce my graphic setting down and pretty much just went with the lowest possible settings except "model detail" witch i keept at high.
After a few games i noticed i had a much easier time tracking and hitting even in close combat.
