Jump pad cooldown should be similar to Portal, Zipline, and Skyward Dive.

@HeyNameDoesntFi how is his win rate tho? having a high pick rate doesn't necessarily mean he's good. Look at competitive comps there's always a Gibby and he doesn't have as high play rate as Octane.
