Jump pad cooldown should be similar to Portal, Zipline, and Skyward Dive.

Increase the cooldown but give him the Wattson thing with the ultimate accelerants I would suggest. If someone wants to bounce around the map constantly let them have half a bag full of Ultimate Accelerants.
