I agree with OP, and not because I want a one hit knockdown but simply because the Kraber has trash DPS and if it's not a 1shot then only the DPS matters.
By mid game most people have purple stuff, and knockdown/respawn exists for a reason so even if you're knocked down in one hit you're not out of the game.
Personally I dumped a shot into someone's head the other day at a fair range then watched them recharge shields while randomly strafing in my direction and even if I managed to hit them with every second shot it's ROF is just so slow it didn't even matter. I realized why nobody wanted it. A scout is literally better because the DPS is higher, you can use it adequately in CQ, you can carry hundreds of rounds and use whatever optics you like.
If the Kraber was a one-shot on heads regardless of health/armor then that would still be literally the only thing going for it.

It does the single most burst damage in the game. It can completely change a fight to 1 shot someone, down to 10 hp even. It's very easy to aim and the bullet is insanely fast. I personally don't use it if I already have any other long range gun, but when I have used it it's surprised me how easy it is to snipe people. There is a thing called teamwork in this game that makes every weapon and ability insanely strong. If your teammates had been there with even a scout you would have secured that kill easy.
When the gun is slow to fire, doesn't have extra ammo and can't get attachments then it's just not worth it.
Certainly not for an entire weapon slot, and it shows because I don't see anyone using it ever. I only bothered to try because it was end game, it happened to be in a care package and we happened to be in a good sniping spot. Attempting to bother using it almost cost us an easy win.
Well i use it, when i get my hands on it. Opening your fight with blowing someone's shield is a nice adventage.
Shorten the reload time.
