I think you over thought it.
5 min stackable time ban per game you leave per hour, ext:leave 3 games in the hour, get 15 min cool down. The penalty is weak for first time offenders but if someone constantly does it will get bigger. Done. If some people dont care who cares it still a punishment some people get things that come up and this is a casual mode not competitive mode still gives you a less chance of a qoued leaver
If you force people to wait until the game is completed (this could be upwards of 15 minutes), it will deter them from playing at all. This coupled with stacking time on top of that will cause your player base starts to shrink, and that's the last thing you want for any game. Especially a game where you need 59 other players to match up with.
This is correct. OP, any sort of leaver penalty in a f2p BR game is absolutely stupid.

False. Maybe his draconian idea is bad, but a small punishment that gets stacked is perfectly reasonable, leaving before it even starts is almost as bad as intentional team kill, you get a huge disadvantage. There has to be a very small punishment to discourage trolling.
